(a)        Allotments (FMcC):   2 letters received – 1 from Brodies - 1 from Land Ownership Scotland.  Propose to develop 70% of allotments and 30%  to remain as allotments.  Because of economic climate, no development to take place for approx. 5 years.  In the meantime, prepared to lease land to Lambhill Allotments for peppercorn fee.  Secretary to reply to Brodies “keen to enter into negotiations and to establish interest.  Would like to know where division of 70% &30% would be?    We would want access from Hillend Rd.   We would like to start cultivation with a stretch at the back of the houses in Hillend Rd.   No access from Kings Place.

            DC Steering committee to take forward subsidiary of Lambhill Stables.  Formal representation by Lambhill Stables.  Approximately £950 to establish company.

            Police will maintain law and order. Community Service workers to assist in initial work.

(i)  Community garden:  Development on stables has started. Restricted access due to building contractor’s equipment.   Planting of vegetable beds has started.    Daffodils in bloom.

(ii)  Healthy walks:  Continue weekly - Friday morning.  Good attendance.  Friday 9^th April– trip to Necropolis.  15 wish to attend.    Proposal to establish a walk through the allotment area, through Halloween pen, through Cadder and on to Lambhill cemetery. British Waterways support this idea..

(e)        Litter (RL):   Senior Development Officer – email to confirm “Litter clean-up” – Thursday 22^nd April 5-6 pm.  Meet at entrance to Kingarth House, Eribol St.  Plastic bags and pick-up sticks will be provided.   Hoped to involve youth from YPF.    ALL WELCOME TO BECOME INVOLVED.

Aim will be to raise funds for long-term lease/purchase; raise necessary funds to convert area back to allotments. i. COMMUNITY GARDEN: Welcome to Ann Dzakovic, Community gardener. Vegetable and herb gardens in progress. Lots of planting and weeding to be done. Everyone welcome to help. Deer: Reports of snares being set. Mutilated deer have been sighted in area of Possil Marsh.

ii. HEALTHY WALKS: Weather improving; numbers increasing (averaging 14 each week). “Next Step Event”: Thursday 25^th March 10.30-12.30 Barmulloch Community Centre. (see RL for further info).

7. TREASURER’S REPORT: New allocation of funds received: £514.99 Bank balance: £797.28 Petty cash: £99.92

8. FUTURE OF ST. JOAN OF ARC SCHOOL: KW: Only part of the building n destroyed – assembly hall/dining hall undamaged. Interest expressed in retaining this part of the school. Could be used as a community hall. YPF could be interested as the Bungalow is now too small. Very expensive to restore - £1million. Mention of asbestos another issue. Would Lambhill Housing Association be interested? The site could be obtained and developed. DISPOSAL OF SITE: If site to be disposed of, it will be handed over to the City Property Company. £80,000 to demolish. Bovis, developers, have shown interest in the site. EMcP: Loss of school would be terrible for community, especially as the Cadder Community Centre is under threat.

SS: Attended meeting at St. Vincent’s school on Tuesday 9^th March. Heated meeting – parents unhappy about distance children have to travel. Councillors intimated they had received no complaints from parents.

AH to attend another meeting at John Paul Academy in Summerston on Thursday 11^th March. Will report to next meeting.

9. ANY OTHER COMPETENT BUSINESS:

(1) (DC) 9^th March , launch at St. Matthew’s church, Balmore Rd – “Faith in throughcare” (FIT): Occupational activities in the process of rehabilitation for prisoners. Support network – getting people involved in meaningful activity.

(2) (DW) Strachur Wharf: On completion of building, trees that were destroyed should have been replaced. JMACK has looked out plans. 9 varieties of trees. Will check if trees replaced.

(3) (DC) Attended Social Work – Criminal justice awards-giving ceremony. Requests that we sponsor Michael N. and his team.

(4) (EMcP) Concern raised re parking around the “Bank Roll” Balmore Industrial Estate. Very limited parking available causing double-parking on roads. Roads around this area have become very busy. Review.

 9^th November – 9^th December 2009:   1 vandalism (undetected);  3 window cleaners charged with working without a Street Traders Licence;  breach of peace (undetected);  road traffic incident (detected);  assault (undetected);  theft of motor vehicle (Erradale St.);  2 assaults (domestic incident)(detected);  5 persons reported for drinking in backcourt 119 Knapdale St.

9th December 2009 – 13^th January 2010:  1 attempted housebreaking, Hillend Road;   male assaulted by youth (hit by small piece of wood) (undetected);  Misuse of Drugs Act, male and female;  2 breach of peace (1 detected, 1 undetected);  breach of peace (domestic incident, male arrested);  3 males for drinking in public.

      “Police Surgery” will be held on Thursday 21^st January 2010 between 11am-12noon at Lambhill Housing Association office, Knapdale Street, for anyone wishing to discuss police matters.   Police will advertise event around the district.

(i)  Questionnaire re refuse collection.   Completed and returned.  All responses were positive.  

(ii)  Recycling:    Recycling area being planned for Lambhill, next to bus stop at 642 Balmore Road. Glass recycling bins (purple):  To be distributed to residents of Lambhill  Leaflets re details of collection delivered to homes.  Collection date will be same as blue bin but not at same time.  Problems for residents who stay in flats.   Secretary to write to Robert Booth re map of kerbside recycling in Lambhill.   DC communicating with Stephen Egan.

(iii)   DC      Canal Area Committee re agenda setting exercise.  DC to circulate information at next meeting.

6.   TASK GROUP UPDATES:

(a)   Allotments (FMcC):  Has been contacted by Patricia Ferguson MSP re  letter she sent to Brodies. Very short reply received from Brodies   “Due to client confidentiality, unable to disclose details of trustees”. Meeting felt that this was a very unsatisfactory reply.  (JMACK):  Also trying to find out information.      2 possible channels –     (i) Accumulation of rubbish in area between fencing  - does this constitute “nuisance”?    Environmental Health to investigate.   (2)  To see if police can seek a closure through courts on “anti-social behaviour”.  Possibility that this can be used provided there was proof of anti-social behaviour.    Litigation Department willing to help.

(b)   Planning permission (SS):   Nil to report.

(c ) Police liaison (LB):  LB confirmed to police that she would act as liaison person.   They exchanged       email addresses, telephone numbers, and agreed to maintain regular contact. 

(d) Litter: (Member to be appointed):   Local resident, retired policeman Jim Fairly has been approached to take on this role. Although actively involved, on a daily basis, on the uplifting of litter around the district, JF prefers not to be a named person.      (JMACK)  Additional  litter bins  have been  installed around play areas.  

(e) Youth services liaison (SS):   Lottery application:  YPF successful in winning £50,000 to be used for the good of the children in the area.   Representative from YPF to be invited to next meeting.

(f) History & Heritage (DC + DP):  

(DC)  Lambhill Stables:   As from 5^th January 2010, new unit obtained - 34/36 Glentanar Pl, Balmore Industrial Estate. Telephone 336 4843.  Heritage corner in unit -   photographs will be displayed.

      (KW)   Delighted to report that Deed has been signed for Lambhill Stables    It is hoped work will be started mid February 2010 .   New staff.

(ii (RL)  Healthy walks:  Due to  adverse weather condition, walk on Friday  8^th January was cancelled.

(a)  Footpath 642-664 Balmore Rd: (JMACK) Work has started to restore surface - 

       should be completed, weather permitting, within the next few days.

(b)  Toddlers play area:   Almost complete.

4.    POLICE MATTERS:  Police not in attendance. No apologies received.   (See item 5 © )

5.   TASK GROUP UPDATES:

 (a)      Allotments (FMcC):     SS:  Reply letter received from Gordon Dadds, London stating that this matter is being handled by Brodies, Solicitors, Edinburgh.   Letter to be sent to Brodies asking them to put us directly in touch with Trustees.   Who are the Trustees?   As a Community Council we wish to establish this.       

DC:   Has been in touch with Farms and Allotments.   Have been referred to Judy Wilkinson who is committed to the movement of allotments. She is prepared to help L&DCC.

JMACK:   Request has been made by L&ES to the Legal Department, GCC.   

Demolition of “huts”:  Letter received from Brodies.   GCC would have to accept liability.   Local authority cannot undertake this responsibility.  Too severe for Council to proceed.   Have to be invited by Trustees on to land.     Civil action?

(b) Planning permission (SS):   Nil to report.

(c ) Police liaison (LB):  AH reported concern that no police were present in spite of the fact that we had been assured that someone would attend each meeting.   AH requested that LB contact police to ensure minutes and agenda of previous meeting had been received by them.  AH confirmed minutes and agenda had been sent by post.    JMACK reported attending 3 community council meetings recently, where there was no police representation.  DM reported an incident in a shop in Lambhill (next to POST Office) where eggs had been thrown at the owner.  Not reported to police.  Incident recorded on cctv. 

(d) Litter:    (Member to be appointed):  Reports that more litter bins were required around MUGA play area.   Bins are being used, but often overflowing.

“Dog bins” always overflowing.

(e) Youth services liaison (SS):  Delighted to report that YPF had been successful in winning £50,000 to be used for the good of the children in the area.  Congratulations to YPF and their team.   Ann Lawrance from YPF to be invited to next meeting to advise how funds are to be used.

(f) History & Heritage (DP + DC):   New unit, Glentanar Place, Balmore Industrial Estate.          Heritage corner.   Photographs will be displayed.

(g) Community garden & Healthy walks (MN):    

(i) Garden:  Bad weather hampering activities.  New potting shed starting next year.  DW Community garden at St. Matthews being planned for next year.

(ii) Healthy walks:   Progressing every Friday.  Will stop over the festive season. Winter Walk arranged in Springburn Park on Thursday 17^th December 1.30.  Participants from several walking groups across the north of the city invited.  Approx 50 expected.

(i)  Questionnaire received re refuse collection.  It is proposed refuse collection workers will work 4 days on/4 days off, resulting in altered collection times, including Sunday collections.    All responses were positive.   Questionnaire will be completed and returned by specified date.

(ii)  Recycling:  Pointed out that there was no recycle area in Lambhill.   Suggestion that we should consider requesting area for recycling.    Discuss at next meeting.

(iii)   DC circulated questionnaire from Canal Area Committee re agenda setting exercise.  Feedback required.  To be completed and returned.  Discuss in full at next meeting.

8.   ANY OTHER COMPETENT BUSINESS:

(a)  Maryhill Fire Station:   Members of Maryhill Fire Station circulated leaflets offering free fire check to all householders.  Contact telephone numbers on leaflets.   All inspections are free.   All present urged to take up the offer.   DC reported to Fire Officers that there had been several fires in Lambhill over the last few years.  Meeting informed that they could contact Station Commander if more detailed information required.    Suggestion that we invite him to a future meeting.

 (b)   MMcC reported broken fence at foot of Hillend Rd around allotment area. Being used by children to enter allotments.   Has reported Council but no repairs carried out.

(c )   Kingarth House area:  Concern raised re this site.  Should this item be included on “Task Group” list?   L&DCC need to know future plans for this area.

(d)    SD:  Reported “dog fouling” at the top of Hillend Road.   Responsibility of Community Safety Services. 

(e)     Banner:    To advertise L&DCC meetings, has been ordered.  

Permission to be sought from Fr. Barry re attaching banner to chapel railings.

(f)     GHA:   DP reported delay in renovation of houses in Eynort Street.   RL pointed out that last Monday there was an “open day” at GHA Housing Office, Knapdale Street, and offering information to all Lambhill residents re present state of affairs.  All residents received letter to this effect.   It is understood this event was not well attended.   DP advised to contact Craig Adair, Housing Officer,

1. MATTERS ARISING FROM MINUTES:  Proposal to increase membership of L&DCC from 12 members to 15.  Chair proposed John Barclay Douglas as Committee Representative (seconded by EMcP); Chair also proposed David Wostenholm (seconded by Anne Halleran).   There is one vacancy remaining.

1. POLICE MATTERS:    13 crimes -   7 detected 6 undetected.      Detected:   2 drinkers;   1 littering; 1 under fireworks regulations;  1 road traffic offence;  1 assault; 1 associated with breach of the peace.   Undetected:   5 vandalisms; 1 under dangerous drugs Act.

a)         Dangerous dogs:  One dog in the area has killed another dog.   Dog was not on a lead.

b)            Man walking dog in children’s play area.

©         Children setting fire to cardboard boxes and bread crates in the football arena.  Boxes and crates were obtained from outside local shops.

Postcards:   AH: Distribution of postcards with information re contact telephone numbers to residents in Lambhill -   Not all residents have received these.

PC DH will raise all these points at police office.

1. TASK GROUP UPDATES:

(a)  Allotments (FMcC):  Had meeting with Patricia Ferguson MSP.  She has given name of solicitors in London who act on behalf of trustees:-  Gordon Dadds and Company, 80 Brook St., Mayfair.  A letter has been composed –  copy distributed to all present.   This letter requests that L&DCC be put in touch with the Trustees directly.   L&DCC wish the area restored to allotments for use of local community.   Petition still up-and-running.     JMacK: Has been corresponding with Brodies & Company, Solicitors, Edinburgh.  They have given permission for GCC to go ahead with any required clearance on condition that GCC will be liable for any claims or damages caused.   Further legal advice being sought.   Cost is another issue.  Area between fences at entrance to allotments, badly requires clearing.  JMacK has contacted Land and Environmental Services – matter is in the hands of the Associate Director.  Being investigated. Very difficult to get movement on this issue

(b) Planning permission (SS):  No correspondence received.  GCC has now amended records to record Stephanie Simpson as Secretary of Lambhill & District Community Council.   All future correspondence will be sent directly to SS.

(c) Police liaison (LB):  LB not present to speak to this item.

(d) Litter:    (to be appointed)     See Item 6.0

(e) Youth services liaison (SS):   See item 7.

(f)  History & Heritage (DP + DC):   Personal photographs requested for inclusion in publication.  Visual library.   DVDs being prepared by Troy..

(g) Community garden & Healthy walks (MN):    Garden:   Spring bulbs and fruit bushes being planted. School children from St. Joan of Arc being involved. Children very keen.            Healthy walks:  Well attended.  Approx 18 attend each week.  Leaves  Lambhill canal bridge 11am every Friday followed by lunch at The Bank Roll, Balmore Industrial Estate. Easy walk, approx. 1 hour.   As weather now deteriorating, walkers have been advised to wear appropriate footwear.

MN:  Public access to Forth & Clyde canal for canoes and pontoon:   Access was due to take place this year.  10/15K to be allocated to project.   £100,000 for pontoon  - not to proceed.   DC has contacted British Waterways.  “Access to go ahead but not going to be in a position to do pontoon.” Access to canal will be at Balmore Industrial Estate.  Meeting feels cost of pontoon excessive.  Can more economical pontoon be installed?   How do we keep up communication with British Waterways, Scotland?   Are high costs due to Health & Safety regulations?    Liaison Officer for GCC:  Fiona Murphy.   

1. LAND  & ENVIRONMENTAL SERVICES - Alex DREW:

(a)  Footpath 642-664 Balmore Rd:  Council has traced owners of property but has been unable to make contact with them.  As pavement has been left in an unsafe condition, this will be restored within the next few days by Council.

(b) Toddlers play area:   In progress. Surfacing will take place on 12^th November.  Proposed to be completed in 4 weeks time.   Footpaths will be restored.

(c) Litter in “MUGA” (Multi-Use Games Area):    2 litter bins have been installed and emptied 5 times/week.  A further 2 litter bins will be installed in Toddlers play area.  It is hoped this is sufficient – more can be installed if necessary.   Reported that one litter bin has been damaged. This will be repaired ASAP.

RL:  Floodlights in arena:  Residents complaining that lights do not go out until 11 pm.     AD:  This was due to the “clock change” last month.  They will be altered to go out an hour earlier.  

JMacK:   Pleased to see these matters are being attended to.

MMcK circulated a 2page document re activities in progress.         

AL:  “Flier” circulated re STV programme being transmitted on Tuesday24^th November 6 pm. Chance to win £50,000 for YPF. Telephone voting.  Everyone present encouraged to telephone vote.   10 votes per person permitted. Winning this would mean a great deal to help children in the district.

a)      Draft letter to Gordon Dads & Co., Solicitors, re allotment area was circulated by secretary. (see item 5a  of this minute).

b)            Election taking place on Thursday 14^th November – Glasgow North East (seat vacated by Michael Martin, former Speaker of the Houses of Parliament).   Papers re candidates were tabled.

c)    Letter of invitation to meeting: 9.30 on 5^th December.   JBD to attend as L&DCC representative.

d)     Banner for L&DCC meetings.   Draft tabled.  Comments welcomed.  Cost approx £80.   Permission to be sought from Fr. Barry re displaying of notice on St. Agnes Church railings before meetings.

JMacK reported he had been re-assured by a senior police officer that efforts were being made to ensure that Community Police Officers were available for Community Council meetings.  Constable DH confirmed that Community Police will attend monthly meetings although, due to police annual review of shift patterns, liaison officers may attend.

Community Councils are groups of people who give time to, and have a genuine interest in, the well-being of their community. They meet, usually once a month, and their chief role is representative; to consult the local community and to make known to the local authority and other public bodies the views of local people on all matters affecting them.
 

The local authority, in return, has a duty to consult community councils on how local services are delivered and other issues affecting their neighbourhoods. Community councils have the right to be consulted on any planning applications in their areas and are also kept informed about licensing applications.

 

Community councils were introduced through the Local Government (Scotland) Act 1973. The Act defined the purpose of a community council as:

“to ascertain, co-ordinate and express to the Local Authorities for its area and to public authorities the views of the community which it represents, in relation to matters for which those authorities are responsible.”

This has allowed community councils to get involved in a wide variety of issues. A recent survey by the Association of Scottish Community Councils identified over 1,000 different activities which community councils have undertaken. These included road improvements, youth projects, environmental initiatives, upgrading of amenities and community initiatives.

In addition to this, there are any number of activities which they can become involved in which might benefit their area, either working on their own or in partnership with other agencies.

A community council can act as a campaigning body in raising awareness of specific local issues. They can be particularly useful in co-ordinating smaller, local organisations to ensure that resources aren’t being wasted and that several groups aren’t all trying to do the same job.

 

The Local Government Scotland Act, 1973 empowered all local authorities to assist community councils, both with funding and administrative support. There are currently about 1200 community councils in Scotland covering populations ranging from 35 to 34,000. 

 

The boundaries of their communities are usually defined naturally, hence the name “community council”.  The features and rules that describe these boundaries, including the number of community council representatives, the populations they represent and their election procedures are determined by each parent local authority through the Scheme for Community Councils.

OPENING REMARKS: 

1)                Annual General Meeting of Lambhill and District Community Council took place, chaired by Stewart Burns from Glasgow City Council, until David Cruickshank was proposed back into position as chairperson of the community council.  Rev David Wostenholm was made an advisory member of the council.

It was suggested that at the following meeting changes be made to the constitution to allow more elected members onto the community council, election will only have to take place for vacant spaces if agreed.

2)                Lambhill Stables: Phase 1 finance subject to Lambhill Stables taking ownership of assets, British Water only offering ground on which buildings are situated and garden, ground for parking not available, claiming they are under instruction to maximize capital. 700k available for phase 1, but cannot be used until community take ownership of property

3)                Joan of Arc/Kingarth house: Joan of Arc will now not be populated again until at least the start of the next academic year, however most likely will not re open permanently, pupils have been relocated and have settled at St Vincents school in Tollcross

4)                642-694 Balmore Rd: Site sold to Strathmore Investments, Council aware of the state of the footpath, container still left open, concerns as to safety raised by Rev Noel Barry.

3.             Matters arising from minutes:

                a)                642-694 Balmore Rd: Council aware of the footpath however looking to bill the owners of the land for the cost of repairing, action must be raised with owners before someone is hurt by uneven footpath.

4.             Police Report 10/09/09 to 14/10/09: 19 crimes, 14 detected, 5 undetected, 8 for street drinking; 3 for breach of the peace; 1 road incident; 1 person urinating; 1 person cycling on the pavement; 3 for vandalism, all related to one incident; 1 willful fire-raising, enquiries still ongoing, resident car set on fire.

UPDATE:                Allotments: JCB now no longer available for clean up of allotments, exchange of communication between Brodie’s and Cllr Mckechnie, solicitors are not prepared to meet the costs of cleaning up allotments, more delays, Frank McCambridge met with Patricia Ferguson, although not her remit has suggested that trustees may not still be alive, Secretary will draft a letter to the solicitors enquiring as to who the trustees are and if we can get in touch with them directly regarding the community interest in the land.  Although P.C Daniel Crilly has moved to Ruchill area has been given permission to continue work in regards to the allotments.

                                Healthy Walks:  walks are going very well, a steady 15 members regularly going on healthy walks.

                                Litter: place has been de-littered but there is still a lot of litter in the area, suggestion of inviting Steven Egan from L.E.S to raise issues regarding litter, particularly the play park; games area and allotments.

                1) Annual General Meeting of Lambhill & District Community Council will take place before the next monthly meeting, i.e. Wednesday 14^th October 2009.    All board members have to step down.   Everyone present invited to complete nomination forms as required.  To be returned by 12 noon on 11^th September 2009.   We require 12 members.

2)   Lambhill Stables:

(a)  Lottery application. The Chair was delighted to announce the success of the lottery application.  384K for the renovation of the stables as a community area.   680K in total has been received.   Local community to take ownership of the Stables.   As yet, no exact date.

(b)   Lambhill Stables - New Chairperson:   Kieran Wild     

(c)   Event: Wednesday 16^th September, 2009, St. Agnes’ Church Hall, 7 pm.

        Film will be shown.

       (d)   Security locks at entrance to Lambhill Stables have been broken.

3)     St. Joan of Arc School:   The Chair reported that on Sunday morning 6^th September 2009 there had been a fire in the school - officially reported as an electrical fault in the computer room. “No suspicious circumstances”. Children being de-canted to another school.   It is hoped school will re-open next week.

There have been several fires in Lambhill over the past few years.  Does this warrant invitation to someone from Strathclyde Fire Department to attend a future meeting?

Vacant ground next to St. Agnes chapel:  Concern expressed by NB re an unlocked container left in this area.  There is potential danger to children.  Concern also expressed about the dangerous state of the adjacent pavement.   Land & Environmental Services to be notified re pavement.    JMacK – Police and Planning Officers involved but no action can be taken until something is built on the site.

        6.        UPDATE: 

        Allotments:  Police had a meeting with JMacK – visited ground.  Have contacted Brodies, solicitors acting on behalf of Trustees of Lambhill Allotments.  Environmental Health has offered to take in JCB to demolish huts and clean up area.  Any enclosures would be inspected by police before they are destroyed to make sure no animals inside.   Any animals will be removed.   JMacK has visited site along with Land & Environmental Services re volume of litter at entrance to site and surrounding area.

        King’s Place is not an adopted road – Council is not responsible for maintenance.  Area between fences at entrance to allotments is full of heavy litter.   Requires machinery to remove.   More legal information required before entering the site with JCB.  Council’s legal section to be contacted.   Director of Environmental Health liaising with police.  Billy King has given authorization for vehicles to enter area if it is to the benefit of the land.    Vote of thanks to JMacK and police for their actions on this matter.

        Petition:  Well supported.  FMcC and MN co-ordinating.  There have been no objections to petition.  To run for another month.  Should this be sent to Scottish Parliament?  Patricia Ferguson MSP to be contacted.  Should also be sent to Director of Land & Environmental Services (Robert Booth).

        Kingarth House area:    Proposal to use this area for hub for disabled.

7.                LAMBHILL STABLES:  Event to take place on Wednesday16^th September, St. Agnes Hall.  Showing of film.  Open to all Lambhill residents.

Representative to sit on Board of Lambhill Stables:  Rebecca Lavery was proposed by DC and seconded by KW.

a.             Access to canal for canoes:   British Waterways have taken this on board.  Access will be near  Lambhill  bridge, beside access to Balmore Industrial Estate (Drynoch Place).  To go ahead.    In budget for next financial year.

b.             Weekly walking group (RL & MN):  Continuing –  Fridays 11 am. Leave from canal bridge, Lambhill.   Approximately 1 hour.   Average attendance: 12.    

c.             Play area for younger children: Work progressing.  Litter reported in area around football play park. There are several litter bins in place – perhaps more required.   JMcK to arrange.

d.                Ms. Agnes Griffin has requested her name be removed from distribution list.

e.                David KERR (SNP representative) thanked meeting for his invitation.   He hopes to attend again.
